The concept of the ‘political settlement’ has been used in a variety of subtly, but significantly, different ways. Sometimes it has been used interchangeably with ‘elite pacts’, ‘elite bargains’ or ‘peace agreements’. This paper surveys and clarifies the conceptual field.
