The Future of social contracts

The notion of social contracts (or social compact) has re-entered the development discourse in the context of extending the politics of poverty reduction and social protection to include dimensions of justice and rights (Hickey, 2011). It is extremely difficult to arrive at one definition of social contract suited to all situations but most current discussions referred to a country’s optimum arrangement of political and social institutions to ensure a fair distribution of public goods and services among its citizens. Latin American countries have had a long experience (both good and bad) with a variety of arrangements to fulfill the conditions of social contracts. Some of the lessons from these experiences may be useful for the countries in Southeast Asia as they face similar challenges in their development.
